Advancing Learning on Delaying the Age of First Birth and Marriage
Monitoring, Learning and Evaluation Consultant

Background
The Public Health Institute and David and Lucile Packard Foundation are partnering to implement a project entitled, "Advancing Learning on Delaying the Age of Marriage and First Birth". This project focuses on learning from and with grantees of the David and Lucile Packard Foundation’s Population and Reproductive Health (PRH) program that are contributing to the delay in the age of marriage and first birth. The project intends to support and build the capacity of these organizations in order to integrate learning within the work they are doing and how it affects a delay in the age of marriage and/or first birth in the communities within which their Packard funded project works.

Consultancy Description
The Advancing Learning project is seeking to partner with a Monitoring, Learning and Evaluation (MLE) Consultant (hereafter referred to as "consultant") to engage in capacity building and technical assistance for a small group of Packard Foundation grantees. The consultant will work closely with project staff and participants to strengthen MLE and advanced research skills. The work will include supporting a broad range of MLE and research levels and capacities.

Specific Tasks
1. Assist in final design of and co-facilitate a 2-day MLE workshop in October 9 – 11, 2011.
The planning for this workshop will start September 29 and the consultant will need to be readily available to work the following week prior to the Dussehra holiday in order to finalize sessions for the workshop (40 hrs). This workshop will be developed based on an already completed assessment of participant MLE capacities. It will consist of topics related to M&E plan development and refinement, data analysis, communicating results, foundations of research planning, methodology, implementation, and data presentation.
2. Offer periodic one-on-one or small group technical assistance as follow up to the workshop and as specific needs are identified. This will occur at the most 1 to 2 days per month through June 2012
Topics for this technical assistance may include any of the workshop topics and/or strategies for coordinating with other surveyors in order to reduce duplication and share results, documentation of protocols, processes and policies; practical M&E plan development and budgeting; identifying and using outcome indicators; research experience and sharing results.Advancing Learning on Delaying the Age of First Birth and Marriage Monitoring, Learning and Evaluation Consultant Request for Proposal
3. Provide a training of trainers (TOT) for Ethics Review Committees
The consultant will design and facilitate a TOT for project participants in order to build their capacity to train an ethics review committee for their research activities. This training is expected to be offered January/February 2012.

Reporting Mechanism
The consultant will work closely with the US-based Research Program Administrator for the project and staff within the Packard Foundation’s PRH program India office.

Location and Travel
The consultant will be based in India with the possibility of travel to the workshop (if different from work base) project sites/offices as needed and coordinated on a case by case basis with the consultant.
The consultant will use his/her own computer.

Required Skills and Experience

Education:
Minimum: Master’s Degree and demonstrated experience directly related to Monitoring, Evaluation and Research
Language Skills:
Fluency in Hindi and English and knowledge of [Local languages] a plus
