Group Summary The mission of the Gates Foundation’s Global Health Program (GHP) is to help ensure that lifesaving advances in health are created and shared with those who need them most. To date, we have committed nearly $10 billion in global health grants to organizations worldwide. The focus of our grants is to:

  
  • Discover new insights to fight serious diseases and other health problems affecting developing countries.
  • Develop effective and affordable vaccines, medicines, and other health tools.
  • Deliver proven health solutions in developing countries.
  • Advocate for more and better resources and policies to support the introduction and uptake of new and existing health technologies.


Responsibilities: The Program Officer (PO) is a key member of the India Country Program team and shares responsibility for management of the Foundation supported public health initiatives at national level and other states especially Uttar Pradesh and Karnataka, India. This position will assist in the development of strategies, and actively manage partnerships at national, state and local levels to achieve the desired impact of the Foundation investments. S/he will assist in development and management of monitoring and evaluation of current and completed projects. The position will be located in New Delhi and involves significant travel.


  
Responsibilities:


Management of critical relationships


 • Assist/share responsibility to develop and maintain relationships with key partners at national level especially with development and technical partners critical to Foundation’s success

• Leverage knowledge of State level government structures, working protocols, decision-making processes to identify influencers who can partner with the foundation to develop and implement programmes in the states of Uttar Pradesh and Karnataka

  
• Develop strong and collaborative relationships with technical teams throughout the Foundation’s Global Health Program in order to leverage opportunities to increase public health impact through consolidated grant making activities.

  
• Responsible for managing internal and external processes to deliver on the Foundation’s commitments and strategic partnerships with the Government of Uttar Pradesh and Government of Karnataka


  
Grants and contracts management

  
• Coordinate the internal processes to articulate strategies for refining, researching or assessing promising areas relevant our work

  
• Manage critical partnerships and relationships with grantees to achieve ambitious goal, coverage and impact level targets, for example by conducting site visits, convening meetings of key stakeholders, and by developing and managing monitoring and evaluation components for grants.

  
• Make critical contributions to effective grant implementation by managing and solving complex, and/or large technical challenges through consistent engagement and true partnership with the grantees

  
• Monitor implementation of individual grants through day to day coordination, analysis and review of data, field visits and problem solving

  
• Collaborate with team members to manage internal grant processes, portfolio progress, and grant budget planning and reporting.

  
• Serve as a partner and resource to grantees to facilitate accomplishment of strategic objectives.

Change agent functions

  
• Participate in and promote conferences and convenings’ that provide opportunities for shaping the improvement of public health priorities of the Foundation with other members of the team.

• Assist in the coordination of conferences and convenings that provide opportunities to disseminate knowledge and key learnings of programme implementation at the State-level.

  
• Actively participate in cross-program and cross-foundation grant making opportunities by developing a deep understanding of the variety and breadth of the foundation’s primary areas of focus globally.

  
• Seek and actively leverage opportunities to disseminate knowledge, key learnings and products developed in the course of State-level programme implementations.

  

Qualifications

We are looking for an individual with expertise and direct experience in program management overseeing multiple partners. The ideal candidate will have worked at different levels especially the State level and have demonstrated experience in and an appreciation for the complexities of implementing large scale programs in partnerships with a wide range of stakeholders.

  
• 10 years of experience in implementing public health programmes at the State level.

• Knowledge of Indian State government structures

• Experience in a global donor or funding agency is preferred

• Experience in grant management, review and evaluation and program design is desirable.

• Demonstrated ability to work with multiple stakeholders including government, other donors, grantees and to identify, establish and maintain effective working relationships

• Experience in a role requiring collaboration in complex internal and external organizations

• Demonstrated ability to work with efficiency and diplomacy, flexibility and a sense of humor, particularly as part of a team effort.

• History of involvement and commitment to public health issues of the poor.

• Ability to travel to remote, rural and under-served regions in north India
