Vacancy: Maternal and Child Health Technical Advisor, CARE India

Description
CARE India seeks an experienced Maternal and Child Health (MCH) advisor to implement a program that includes maternal and child health services provision in a development and an emergency context, early childhood development, OVC/HIV and food security within the framework of the upcoming USAID Integrated Health Program in India.
The goal of the program is to protect, promote and support optimal maternal nutrition practices as well as expanded health services for mothers and newborns in targeted areas in India. Technical priorities include:
  1. Creation and implementation of activities to foster maternal and Child health for mothers-to-be and newborn children in India
  2. Capacity- building of local partners, local health centers and communities to protect, promote and support optimal MCH and CS practices,
  3. Create an enabling environment to expand the provision of optimal health services at all levels to the targeted population.
  4. Incorporate behavior change communications strategies into programming on MCH and CS activities.
  5. Develop a systems strategy for monitoring and evaluation MCH and CS to facilitate project management, and knowledge sharing through documentation and dissemination.
Principal Responsibilities:
The Advisor is responsible for providing technical leadership and programmatic guidance in the design, implementation, monitoring, and evaluation of MCH and Child survival (CS) activities and the linkage and integration of these activities in targeted communities in India.
Facilitate the integration of MCH and CS best practices aligned with the programmatic objectives into other CARE priority program sectors, such as CARE’s Mothers Matter signature program.
Develop technically appropriate materials and tools for capacity building that will meet the needs of the targeted communities.
Work closely with the communications and monitoring and evaluation technical advisors to identify, integrate and/or scale-up the most appropriate and up to date technical approaches in MCH and CS.
Ensure that findings and best-practices found through monitoring and evaluation, implementation, communications, knowledge sharing materials and that the outcomes of analysis are applied.
Foster advocacy with partners locally to implement strategies for community based behavior change implementing tailored strategies.    
Required Qualifications: 
  • Master’s degree in public health, nutrition or other relevant health specialization, PhD preferred
  • 5-7 years proven technical experience in MCH/CS programming and provision of technical assistance in MCH/CS
  • Strong experience in program design, implementation and evaluation
  • Demonstrated technical leadership
  • Must be familiar with research and analytical skills
  • Experience in reviewing, analyzing and making recommendations on program strategy and donor agreements
  • Relevant experience in community approaches
  • Program design and evaluation skills
  • Excellent verbal and written English skills, particularly communication skills for diverse audiences
  • Demonstrated ability to conceptualize and operationalize program strategies
  • Demonstrated ability to work in team and/or facilitate teamwork
  • Ability to establish and maintain effective partnerships and working relationships with government, donors, ministry officials, community leaders and other development partners
  • Experience working in India is required
Location:  India: Lucknow (Uttar Pradesh) or Delhi (TBD)
Language:  Knowledge of Hindi is highly desirable
